The Budget Conference Committee convened for its first hearing this morning meeting for just about two and half hours to review but took no action on three of the nine major issues on Part 1 of its agenda: the transfer or “realignment” of certain public safety programs and responsibilities from the State to the counties; revenues and the Governor’s proposal to eliminate redevelopment agencies.  The second part of the committee's agenda was released and attached to this report.

The Assembly Budget Committee and the Senate Budget and Fiscal Review Committee will hold their final crucial hearings today (February 18th, Friday) on Governor Brown’s proposed 2011-2012 State Budget plan including actions on proposed cuts to In-Home Supportive Services, Adult Day Health Care, and CalWORKS.

The Senate Budget and Fiscal Review Committee staff analysis for February 17's hearing covering developmental services and other budget issues, concluded the size of the Governor’s proposed $750 million reduction in State general fund spending for regional centers and other developmental services is likely too high and “most likely, not achievable” at the level proposed due to a number of factors.

The Senate Budget Committee rejects the Governor's proposal to eliminate Multipurpose Senior Services Program (MSSP) but okays $5 million cut.  It also approved an individual grant cut to Supplemental Security Income/State Supplemental Payment.  Senate Budget Panel rolls back the Governor's proposed cut to foster youth Transitional Housing Program Plus from $19 million to $5 million.
