The Assembly Budget Subcommittee #1 on Health and Human Services released this afternoon a 36 page agenda for the May 24th (Tuesday afternoon) budget hearing that will focus on the Governor’s budget revisions.   The 36 page agenda is attached to this CDCAN Report.  A summary of the agenda is also printed below.

As reported earlier today, the Assembly and State Senate Budget Subcommittees have scheduled public hearings that begin on May 23rd and end on May 27th to review Governor Brown’s new proposed budget revisions including those impacting education, health and human services.  It appears the budget subcommittees are targeting to complete their work by Friday May 27th and then possibly have the Budget Conference Committee resolve any different actions.

The Budget Conference Committee convened for its first hearing this morning meeting for just about two and half hours to review but took no action on three of the nine major issues on Part 1 of its agenda: the transfer or “realignment” of certain public safety programs and responsibilities from the State to the counties; revenues and the Governor’s proposal to eliminate redevelopment agencies.  The second part of the committee's agenda was released and attached to this report.

Governor Brown is scheduled to deliver the annual "State of the State" address Monday at 5:00PM.  Upcoming budget subcommittee hearings are critical as they provide the final opportunity for public testimony prior to action being taken in late February.

Governor is proposing over $500 million cut to the IHSS program including an additional 8.4% across the board cut in hours. New eligibility requirement for all persons using IHSS to provide doctor’s certification of the person “at risk” of being institutionalized.  Elimination of certain IHSS services.  Proposing cutting SSI/SSP (and presumably CAPI) to lowest level allowed by federal government.  Click for more info.

The Senate Budget Subcommittee #3 on Health and Human Services released its budget hearing schedule late this afternoon with its first hearing covering the Governor’s major proposed reductions to the Medi-Cal and Healthy Families program scheduled for January 26th at 10:00 AM at the State Capitol in Room 4202.
