The Brown Administration released, for public comment, a draft version of California's annual application to the federal government for federal early intervention funding that funds the State's “Early Start” program that serves thousands of infants and toddlers with disabilities and their families with a coordinated, family-centered system of services statewide.

The following is the latest update on scheduled public legislative hearings and meetings by various state agencies that have some impact on people with disabilities, mental health needs, the blind, seniors or low income families.  CDCAN will issue an updated schedule every Monday on these statewide meetings.

Budget legislative language – called “budget trailer bill” language soon to be released calls for the $174 million cut in State general fund spending for regional center community-based services to be achieved by “best practices” instead of language that focused on a proposal for statewide standards to limit or reduce regional center services referred to as “statewide standards for the purchase of services.”

The budget process moves to its next critical step before final votes are taken by the full Assembly and State Senate.  A special joint committee, called a "Budget Conference Committee," is scheduled to meet Wednesday morning for an overview and Thursday morning to begin work on specific budget items, many dealing with health and human services.  Hearings will be televised and webcast live on CalChannel (www.calchannel.com)

Governor Brown proposes elimination of programs and reductions in provider rate payments, utilization caps on several programs, cuts to mental health services, proposes fund shifts.  Governor wants budget passed by March to have proposals placed on June special election ballot.
