SACRAMENTO, CALIF (CDCAN) [Updated 06/24/2010  09:05 AM  (Pacific Time)] -  The Budget Conference Committee, chaired by Sen. Denise Ducheny (Democrat – San Diego) will meet today (June 24th, Thursday) at 1:30 PM at the State Capitol in Room 4203, to continue presentation of realigning or transferring certain State functions and a stream of funding to the counties, and also to review – though not necessarily to take action –  on the remaining “open” items,  The meeting time and agenda are subject to change (as it was on Friday, June 18th).

SACRAMENTO, CALIF (CDCAN) [Updated 06/21/2010  04:05 PM  (Pacific Time)] -  With California facing a $20 billion budget gap and the prospect of enormous on-going budget shortfalls in the coming years, Senate Democratic leaders today unveiled a summary of a four part plan that would propose shifting $3 to 4 billion worth of responsibility of certain public safety, human services including some parts of the CalWORKS “welfare to work” program, adult protective services, and alcohol and drug programs and other health related programs to the counties, along with a dedicated stream of funding that they say will increase government efficiency, and reduce the size of the state’s structural (on-going) deficit.  The proposal would require 2/3rds approval in both houses as part of the 2010-2011 State budget and also approval of the Governor.

SACRAMENTO, CALIF (CDCAN) [Updated 05/25/2010  11:10 PM  (Pacific Time)] - Several controversial budget proposals by the Governor will be the focus of the full Senate Budget and Fiscal Review Committee and the Assembly Budget Subcommittee #1 on Health and Human Services when they hold separate hearings Wednesday morning (May 26th) at nearly the same time.  Both houses are moving quickly this week to close out this phase of the state budget process.  This is the final week of budget subcommittee hearings – though the Senate Budget and Fiscal Review Committee is meeting and taking final action instead of its 5 subcommittees this week.

SACRAMENTO, CALIF (CDCAN) [Updated 05/21/2010  06:10 AM  (Pacific Time)] -  The Senate Budget Subcommittee #3 on Health and Human Services will meet this morning (May 21) at 09:30 AM in the State Capitol in Room 4203, and focus on the Governor’s budget revisions released May 14th that impact developmental services, certain issues under the Department of Public Health including those dealing with AIDS programs, two issues under the Department of Health Care Services including family health and 3 “for vote only” issues dealing with mental health (but not the proposed suspension of the AB 3632 special education mandate or the proposed reduction of 60% of the funding for county mental health services).

SACRAMENTO, CALIF (CDCAN) [Updated 05/05/2010  12:30 PM  (Pacific Time)] - Legislative budget subcommittee hearings continue this week and next before the third act of the State budget drama takes center stage on May 14th with the release of the Governor’s revisions – sometimes referred to as the “May Revise” - to his proposed 2010-2011 State Budget that was submitted to the Legislature January 8th with many advocates fearing even more sweeping proposed reductions to health and human service programs in order to close the huge budget gap.

Making the budget news even worse, the state’s income tax revenue numbers – while earlier this year showed a steady increase higher than what the State budget projected – has slowed, with April’s personal income tax collections falling about $3 billion below what the Governor hoped would come in during that month.  The State Controller’s tracking of personal income tax collections for the month of April through April 30th, showed that the State brought in $7.150 billion – far short of the $10.2 billion that the Governor projected would come in.  The April personal income tax numbers mean that policymakers and the Governor likely cannot count on higher amounts of revenues coming in from income tax collections in the remaining two months of the 2009-2010 State Budget year and next year to help close the enormous budget shortfall.

SACRAMENTO, CALIF (CDCAN) [Updated 03/10/2010  07:40 AM  (Pacific Time)] -   The next phase of the long seemingly unending State budget process goes back into full swing next week, with Assembly and State Senate budget subcommittee hearings scheduled through early May to hear the Governor’s non-special session items contained in his proposed 2010-2011 State Budget.  The Assembly Budget Subcommittee on Health and Human Services released late yesterday a schedule of subcommittee hearings (specific Assembly Budget Subcommittee hearing on Medi-Cal and other budget issues proposed by the Governor under the Department of Health Care Services have not yet been scheduled publicly)

Hearings and certain related legislative and state agency meeting – including an important stakeholder teleconference on In-Home Supportive Services by the Department of Social Services (scheduled for March 17th) and the California Health and Human Services Agency Olmstead Advisory Committee public meeting set for March 18th (that can also be accessed by toll free line), and a March 17th CDCAN Townhall Telemeeting on the proposed closure of Lanterman Developmental Center featuring the director and other senior officials from the Department of Developmental Services.

SACRAMENTO, CALIF  (CDCAN) [Updated 09/011/09  05:00 AM  (Pacific Time)] -  The California Legislature will reconvene this morning for what will be its final full day of the 2009 regular legislative session.  Both houses are scheduled to adjourn sometime late today and will not reconvene the regular session of the Legislature until January (though the Legislature is expected to return sometime in the fall for what will likely be one or two or more special sessions to deal with various budget and other issues).
