NO END IN SIGHT TO BUDGET CRISIS – LEGISLATURE RECONVENES MONDAY– BUDGET CONFERENCE COMMITTEE TO MEET NEXT WEEK
Some Policy Committees Will Meet To Hear Bills Including Senate Human Services Committee on AB 435 – Breaking News: Former Republican Assemblymember Keith Richman Dies at Age 56; Represented 38th Assembly District
SACRAMENTO, CALIF (CDCAN) [Updated 07/31/2010 11:40 AM (Pacific Time)] With no end in sight to resolve the State’s budget crisis and how to close the $19 billion projected shortfall, the full Legislature will be returning to the State Capitol on Monday (August 2) to reconvene floor sessions and some committee hearings after a month long summer recess, and at least two scheduled meetings of the Budget Conference Committee.
Some policy committees are holding informational or oversight hearings including one focusing on the Long Term Care Ombudsman program on August 2 by the Assembly Long Term Care and Aging Committee, and a hearing on a bill that has generated some controversy, AB 435 dealing with regional centers and whistleblowing, to be heard on August 4th, by the Senate Human Services Committee. SACRAMENTO, CALIF (CDCAN) [Updated 07/07/2010 09:50 AM (Pacific Time)] – With California now seven days without a new state budget and no overall agreement near on how to resolve the enormous $20 billion budget shortfall, the Budget Conference Committee will resume its hearings with a meeting today (July 7th, Wednesday) at 3:00 PM at the State Capitol in Room 4203. Today’s hearing is expected to continue the committee’s work on trying to take action on several of the remaining “open” items, though it is not certain yet what specific items they will actually take up this afternoon.

SACRAMENTO, CALIF (CDCAN) [Updated 07/01/2010 08:05 PM (Pacific Time)] – With a long budget stand-off expected to last possibly through the summer, the State Controller released information indicating what things the State can continue to pay – and what things cannot be paid, without a spending plan in place.

Denise Ducheny (Democrat – San Diego) will meet today (June 24th, Thursday) at 1:30 PM at the State Capitol in Room 4203, to continue presentation of realigning or transferring certain State functions and a stream of funding to the counties, and also to review – though not necessarily to take action – on the remaining “open” items, The meeting time and agenda are subject to change (as it was on Friday, June 18th).
SACRAMENTO, CALIF (CDCAN) [Updated 06/15/2010 03:35 PM (Pacific Time)] - The Budget Conference Committee completed going through K-12 education portion of its 50 page education agenda this afternoon, including hearing but taking no action on the Governor’s proposal to suspend the AB 3632 mental health special education mandate. The Budget Conference Committee kept that item “open”, requesting additional information and will take action at some later hearing.

Denise Ducheny (Democrat – San Diego) will meet again today (June 15th ) at 1:00 PM, at the State Capitol in Room 4203 and will continue with education agenda items, and will begin with the AB 3632 Mental Health Special Education mandate. That agenda item was not part of the original budget conference committee education agenda, but was added in, as page 25.1 (errata) of the 50 page education budget conference committee agenda (see CDCAN website for copies, at www.cdcan.us).
SACRAMENTO, CALIF (CDCAN) [Updated 06/10/2010 06:35 PM (Pacific Time)] - The Budget Conference Committee finished going through the health budget agenda items, keeping all of the major items “open” for later action next week, just before 6 PM this evening and will reconvene Friday morning (June 11) at 10:00 AM, at the State Capitol in Room 4203.
SACRAMENTO, CALIF (CDCAN) [Updated 06/10/2010 07:15 AM (Pacific Time)] - At least three hearings dealing with bills, policy issues and the state budget having potential impact on children and adults with disabilities, mental health needs, the blind, seniors, their families and community organizations and workers that provides supports and services, are scheduled Thursday morning (June 10th), including the Senate Select Committee on Autism and Related Disorders informational hearing at 10:30 AM and the Budget Conference Committee, focusing on health budget items, scheduled possibly for 11:00 AM (the exact time depends on when the Assembly floor session adjourns).
SACRAMENTO, CALIF (CDCAN) [Updated 05/28/2010 05:00 AM (Pacific Time)] - Legislation that proposed major changes to long term care, SB 998 by Sen. Carol Liu, was among many bills that died in the Senate Appropriations Committee Thursday (May 27). Another bill, SB 1051 by Sen. Bob Huff (Republican – Diamond Bar, 29th State Senate District) that would authorize non-licensed school employees to administer diastat to students suffering an epileptic seizure, also was held in the Senate Appropriations Committee. Both bills can have no further action this year.
