SACRAMENTO, CALIF (CDCAN) [Updated 10/20/09 09:59 AM (Pacific Time)] - In the wake of a federal court ruling yesterday that stopped major cuts to In-Home Supportive Services that used little known assessment tools as a means to narrow eligibility and reduce services, a CDCAN Townhall Telemeeting is scheduled for Wednesday afternoon (October 21) from 1:00 PM to 2:45 PM featuring representatives and advocates for people with disabilities, mental health needs, the blind, seniors, and support workers to provide updates to that lawsuit, and also updates on other cuts and policy changes to IHSS that still remain.
The free townhall telemeetings, since 2003, have been a regular way for people who cannot easily leave their communities or homes due to health needs, supports, resources, transportation, to participate in public policymaking, to hear policymakers and others and to ask questions directly. The townhall telemeetings can be accessed from any phone line, or by going to a participating local site that is dialing in.
Depending on availability, someone from the legal team that represented IHSS recipients and workers in the lawsuit that stopped the IHSS budget reductions yesterday, may be on the townhall telemeeting to provide an update on the lawsuit.

SACRAMENTO, CALIF(CDCAN) [Updated 10/19/09 07:50 AM (Pacific Time)] - Two critical federal court hearings - one dealing with In-Home Supportive Services and the other focusing on Medi-Cal "optional benefits" - are scheduled this week that, depending on the rulings, could have sweeping impact those major budget reductions to children and adults with disabilities, mental health needs, the blind and low income seniors and their families across California.

OFFICIALS GIVE NOTICE LESS THAN 40 MINUTES BEFORE START OF TOWNHALL THAT THEY CANNOT SPEAK OR ANSWER QUESTIONS ON "ANY CHANGES TO IHSS" - HUNDREDS OF PEOPLE ON TOWNHALL - MANY EXPRESS OUTRAGE SAYING STATE HAS OBLIGATION TO EXPLAIN CUTS WITH NOTICES GOING OUT LATE NEXT WEEK
SACRAMENTO, CALIF (CDCAN) [Updated 10/07/09 08:30 PM (Pacific Time) - With less than 40 minutes before the start time, Schwarzenegger Administration senior department officials pulled out of a previously scheduled CDCAN Townhall Telemeeting where they were to provide important updates and answer questions from the public on how the state would be implementing major In-Home Supportive Services (IHSS) budget reductions. The last minute pull out - with no other speakers - meant it was too late to cancel the costly townhall telemeeting, with hundreds of people with disabilities, mental health needs, the blind, seniors and other advocates across the state still calling in at 1 PM, not knowing what had happened.
After the announcement was made that the Schwarzenegger Administration officials had backed out, the organizers and hosts of the townhall telemeeting, and also several persons with disabilities and others who called in, expressed outrage, anger and dismay.
Eva Lopez, deputy director of the Department of Social Services - the agency that oversees the IHSS program statewide - and one of the two senior department officials scheduled to appear, said in a phone call to Marty Omoto, one of the organizers of the townhall telemeeting, that they were advised "by legal counsel" that they could not talk about or answer questions about "changes to IHSS". She said they would be willing to reschedule - though Omoto and other organizers of the townhalls said later that they were "too angry" to even consider that offer at this point, given the short notice and no warning that they could not participate today.
The Schwarzenegger Administration officials - both who have participated in CDCAN Townhall Telemeetings before - had agreed to do the townhall two weeks ago.
