SACRAMENTO, CALIF (CDCAN) [Updated 07/30/2010  07:00  AM  (Pacific Time)] –   The Department of Social Services – the state agency that oversees statewide the In-Home Supportive Services (IHSS) program - sent out Thursday evening a draft notice (referred to as an ACL or “All County Letter”) and 2 forms, that provide guidelines regarding the use of post office box as a mailing address for IHSS workers to receive their paychecks.  The draft notice and forms were sent out to allow stakeholders to review and provide comments or suggestions by August 13th (Friday) before final versions are released (see below for details on how to provide and submit comments).

SACRAMENTO, CALIF (CDCAN) [Updated 07/01/2010  08:05 PM  (Pacific Time)] –  With a long budget stand-off expected to last possibly through the summer, the State Controller released information indicating what things the State can continue to pay – and what things cannot be paid, without a spending plan in place.

A copy of his 3 page letter (pdf file) to the Governor and four legislative leaders, dated June 15, 2010,  outlined what the State is required to continue paying and what payments he cannot make unless a State budget is in enacted, is attached to this CDCAN Report and can also be downloaded from the CDCAN website at www.cdcan.us.

SACRAMENTO, CALIF (CDCAN) [Updated 06/30/2010  07:45 AM  (Pacific Time)] – As reported late yesterday afternoon, federal district court judge Claudia Wilken blocked Fresno County from implementing an hourly wage cut to their In-Home Supportive Services (IHSS) workers from $10.25 to $8 per hour, that was scheduled to go into effect in July, granting a temporary restraining order that was requested by lawyers representing SEIU on behalf of IHSS workers and persons receiving services under the IHSS program.

Federal Judge Blocks IHSS Worker Wage Cut in Fresno County

SACRAMENTO, CALIF (CDCAN) [Updated 06/29/2010  03:45 PM  (Pacific Time)] -  A federal district court judge in Oakland this afternoon blocked Fresno County from implementing an hourly wage  cut to their In-Home Supportive Services (IHSS) workers from $10.25 to $8 per hour, that was scheduled to go into effect on July.  The action by the federal court represents at least a temporary victory for thousands of IHSS workers and people with disabilities, mental health needs, the blind and seniors in Fresno County who receive services under the IHSS program.

Denise Ducheny (Democrat – San Diego) will meet today (June 24th, Thursday) at 1:30 PM at the State Capitol in Room 4203, to continue presentation of realigning or transferring certain State functions and a stream of funding to the counties, and also to review – though not necessarily to take action –  on the remaining “open” items,  The meeting time and agenda are subject to change (as it was on Friday, June 18th).

SACRAMENTO, CALIF (CDCAN) [Updated 06/09/2010  04:25 PM  (Pacific Time)] -  The budget conference committee adjourned Wednesday afternoon (June 9th) just before 4:30 PM after completing a first pass through on human services budget issues including CalWORKS and In-Home Supportive Services, keeping most of the items “open” to revisit probably next week.  The Budget Conference Committee, chaired by Sen. Denise Ducheny (Democrat – San Diego), will reconvene Thursday morning (June 10), at 11:00 AM, at the State Capitol in Room 4203, covering health budget items (including Medi-Cal, mental health, regional centers).  That time could change depending on when the Assembly floor session adjourns.
