SACRAMENTO, CALIF (CDCAN) [Updated 05/26/2010  10:49 PM  (Pacific Time)] -  The Senate Budget and Fiscal Review Committee in another marathon long hearing that ended at 7:44 PM Wednesday evening, voted to reject the Governor’s proposal to reduce by $602 million funding to the counties for mental health community services and the Governor’s Medi-Cal cost containment proposals that included capping several benefits and imposing co-payments on several services.   The State faces a nearly $20 billion budget shortfall projected by the end of the 2010-2011 State budget year that ends June 30, 2011.

SACRAMENTO, CALIF (CDCAN) [Updated 05/25/2010  11:10 PM  (Pacific Time)] - Several controversial budget proposals by the Governor will be the focus of the full Senate Budget and Fiscal Review Committee and the Assembly Budget Subcommittee #1 on Health and Human Services when they hold separate hearings Wednesday morning (May 26th) at nearly the same time.  Both houses are moving quickly this week to close out this phase of the state budget process.  This is the final week of budget subcommittee hearings – though the Senate Budget and Fiscal Review Committee is meeting and taking final action instead of its 5 subcommittees this week.

SACRAMENTO, CALIF (CDCAN) [Updated 05/14/2010  01:04 PM  (Pacific Time)] –  Governor Arnold Schwarzenegger proposed as part of his overall package of proposed spending cuts, shifting of funds and other accounting measures to close an over $20 billion budget deficit, major new reductions to many health and human service programs, but no additional major cuts – at least at this point – to developmental services under the Department of Developmental Services, beyond what he proposed in January.

SACRAMENTO, CALIF (CDCAN) [Updated 05/04/2010  03:30 PM  (Pacific Time)] -   Proposed cuts made in January by the Governor in three major program areas serving people with disabilities, mental health needs and seniors is the focus of the Assembly Budget Subcommittee #1 on Health and Human Services hearing on May 5, Wednesday afternoon at the State Capitol in Room 4202 (note room change).  The exact start time of the subcommittee hearing will depend on when the Assembly Governmental Organization Committee adjourns its hearing – which begins at 1:30 PM.  That committee has 5 bills that it needs to hear.

SACRAMENTO, CALIF (CDCAN) [Updated 04/26/2010  03:16  PM  (Pacific Time)] -   The Schwarzenegger Administration will propose increasing the reduction in payments to most regional center providers and regional center operations from 3% to 4.25%, likely effective during the 2010-2011 State Budget year that begins July 1.   The Legislature – which already approved extending the 3% cut into the 2010-2011 State Budget year in February, will need to approve the additional cut.

The additional reduction is part of the Governor’s proposed 2010-2011 State Budget released January 8th that called for an additional $25 million in State general fund reductions in spending for regional centers on top of the cuts already enacted last February and July.  However the additional 1.25% cut to most regional center provider payments and to regional center operations would total far more than the $25 million cut in State general fund spending the Governor proposed in January.

SACRAMENTO, CALIF (CDCAN) [Updated 04/23/2010  04:16 PM  (Pacific Time)] -   Under the shadow of a still unresolved enormous state budget deficit, the issue of the state owned and operated developmental centers – formerly called state hospitals - where just over 2,100 people with developmental disabilities still reside, will be the focus of a legislative oversight hearing and budget subcommittee hearings next week, with another budget subcommittee hearing on the subject the first week of May.   [CDCAN Note: The Department of Mental Health operates five state hospitals and other facilities for persons with mental health needs or disorders placed there by court order or by a conviction. Those facilities are different from the four remaining developmental centers – which in the 1960’s were also called state hospitals - that are operated and staffed by the Department of Developmental Services]
