SACRAMENTO, CALIF (CDCAN) [Updated 08/31/2010 01:00 AM (Pacific Time)] - Final details are available for memorial services for Dale Sorbello, 60 years old, former chief deputy director of the Department of Developmental Services, who passed away Sunday evening (August 29) , and Professor Paul Longmore, 64 years old, a widely respected disability rights advocate, historian and author, who passed away of natural causes on August 9th (Monday).
Memorial services for Ron Brown, a longtime disability and housing advocate and past president of the Sacramento Paratransit Board of Directors, who passed away July 23rd, have not yet been announced – though could be in late September or October to allow family from Ohio to attend.
SACRAMENTO, CALIF (CDCAN) [Updated 08/30/2010 5:00 PM (Pacific Time)] - Dale Sorbello, a long time highly regarded and respected state official and former chief deputy director of the Department of Developmental Services, died early Sunday evening (August 29) at a Sacramento hospital due to complications from a massive stroke. Sorbello, since his retirement from state service a few years ago, was doing private consulting work with the Association of Regional Center Agencies (ARCA), and collapsed at their offices on Monday, August 16th. He was hospitalized in intensive care since that date until his death.

A ten foot paper mache effigy of Governor Arnold Schwarzenegger, which came from a earlier Berkeley month long encampment of disability, senior and mental health health advocates in downtown Berkeley called “Arnie-ville”, was the center piece of today’s protest on the street in front of the State Capitol. Uniformed officers, before arresting the protestors, hauled down the effigy – to a chorus of boos from those watching, and later placed it into a police department truck.
PAUL LONGMORE, DISABILITY RIGHTS ADVOCATE PASSES AWAY
SACRAMENTO, CALIF (CDCAN) [Updated 08/10/2010 11:01 AM (Pacific Time)] - Paul K. Longmore of San Francisco, a widely respected disability advocate, author and history professor at San Francisco State University, passed away Monday evening (August 9).
Longmore was considered by advocates across the state and nation as a the leading historian on disability rights and issues.
SACRAMENTO, CALIF (CDCAN) [Updated 08/06/2010 11:40 PM (Pacific Time)] - In a remarkable action as a Republican, Governor Arnold Schwarzenegger today (August 6) filed a brief urging Federal District Court Judge Vaughn R. Walker to immediately put his ruling into effect and allow people of same sexes to marry in California. [A copy of the Governor’s 11 page pdf file brief is attached to this CDCAN Report.]
That judge ruled on Wednesday that Proposition 8, approved in November 2008 by California voters with 52% of the vote, violated the equal protection and due process rights of gays and lesbians.

US House of Representatives Would Need To Take Final Action On Bill – House Currently in Recess Until Mid-September – House Expected to Return Briefly To Act on Bill - Funding Increase Has Major Impact to California and Other States
SACRAMENTO, CALIF (CDCAN) [Updated 08/04/2010 10:30 AM (Pacific Time)] - In an action that has major impact to California’s budget shortfall, US Senate Democrats with the help of two US Senate Republicans, won a key vote that clears the way sometime on Thursday (August 5th) for likely passage of a $26.1 billion bill that would partially extend the temporary increase in Medicaid matching funds to the states including California and also includes funding for local education agencies. That Medicaid funding to the states (matched by state funding) is sometimes referred to as “FMAP” - the “Federal Medical Assistance Percentages”, which is used in determining the amount of Federal matching funds that a state is eligible.
US Senate Democrats, led by Senate Majority Leader Harry Reid (Democrat – Nevada), overcame US Senate Republican opposition to end debate on the measure, by a vote of 61 to 38. US Senate Republicans Susan Collins and Olympia Snow – both from Maine – were the only Republicans to support the bill. Democrats needed at least 60 votes – under US Senate rules – to end debate on the bill to allow it to come for a final vote.
No Agreement In Sight On How To Close Over $19 Billion State Budget Shortfall As California Goes Into Its 33rd Day Without A Budget
SACRAMENTO, CALIF (CDCAN) [Updated 08/02/2010 08:20 PM (Pacific Time)] - US Senate Democrats in Washington, DC backed off from calling for a vote Monday evening on a federal bill with new amendments that would have allocated $16.1 billion to partially extend the temporary increase in Medicaid matching funding to the states including California that experiencing enormous state budget shortfalls. The proposed amendments would also have provided $10 billion in additional funding to local educational agencies.
US Senate Democratic leaders decided against calling for a vote after it was clear that there were not the needed 60 votes to end debate to allow a final vote on the measure.
The new proposal is a dramatically scaled back version – referred to as a “phased down” approach - of several previous unsuccessful attempts by US Senate Democrats to pass a 6 month extension of the full amount of the temporary increase in Medicaid funding to the states.

SACRAMENTO, CALIF (CDCAN) [Updated 07/26/2010 11:45 AM (Pacific Time)] – Ron Brown, [photo left] a widely respected and loved Sacramento area disability and civil rights advocate, passed away Friday (July 23) at his Sacramento home. His unexpected death stunned and deeply saddened friends and other advocates in the Sacramento area as news spread.
His passing came ironically two days before the 20th anniversary of the enactment of the Americans with Disabilities Act (ADA) and just three days after Governor Schwarzenegger signed into law SB 1256 that will honor every January 23rd, the life and work of disability rights leader Ed Roberts.
