SACRAMENTO, CALIF (CDCAN) [Updated 03/10/2010 07:40 AM (Pacific Time)] - The next phase of the long seemingly unending State budget process goes back into full swing next week, with Assembly and State Senate budget subcommittee hearings scheduled through early May to hear the Governor’s non-special session items contained in his proposed 2010-2011 State Budget. The Assembly Budget Subcommittee on Health and Human Services released late yesterday a schedule of subcommittee hearings (specific Assembly Budget Subcommittee hearing on Medi-Cal and other budget issues proposed by the Governor under the Department of Health Care Services have not yet been scheduled publicly)
Hearings and certain related legislative and state agency meeting – including an important stakeholder teleconference on In-Home Supportive Services by the Department of Social Services (scheduled for March 17th) and the California Health and Human Services Agency Olmstead Advisory Committee public meeting set for March 18th (that can also be accessed by toll free line), and a March 17th CDCAN Townhall Telemeeting on the proposed closure of Lanterman Developmental Center featuring the director and other senior officials from the Department of Developmental Services.

SACRAMENTO, CALIF (CDCAN) [Updated 03/09/2010 05:50 PM (Pacific Time)] - In what is likely to be a forerunner in what is to come in the battle to close the projected nearly $20 billion budget deficit, Governor Arnold Schwarzenegger vetoed on Monday ABx8 2 [the “x8” stands for the 8th special or extraordinary session of the Legislature it has held since the start of the 2009-2010 Legislative session] that legislative Democrats contend would have reduced State general fund spending in the proposed 2010-2011 State Budget by $2.2 billion.
The bill largely would have delayed spending on certain projects and programs, including delaying the implementation of the Conservatorship and Guardianship Reform Act of 2006 and implementing an anti-fraud initiative in the Department of Health Care Services focused on pharmacy, transportation, medical equipment and physician services that was projected to save $28.3 million in State general funds. No other health and human service related programs were impacted in that or any other special session budget bill – though cuts to regional centers were made in a separate bill that the Governor did sign.

SACRAMENTO, CALIF (CDCAN) [Updated 03/02/2010 07:40 PM (Pacific Time)] - The Schwarzenegger Administration won a clear legal victory today with the State Court of Appeals in San Francisco ruling 3 to 0 that his line item vetoes made to the revised 2009-2010 State Budget last July were constitutional. The case, St. John’s Well Child and Family Center et al v. Schwarzenegger et al, is one of three different lawsuits seeking to overturn some or all of the Governor’s line item vetoes made last July.

SACRAMENTO, CALIF (CDCAN) [Updated 03/02/2010 3:30 AM (Pacific Time)] - The Legislature passed and sent to the Governor a special session budget related bill (SBx8 4) that would continue into the 2010-2011 State Budget year that begins July 1st, over $115 million (all funds) in additional cuts to the 21 regional centers that coordinate services to over 240,000 children and adults with developmental disabilities that was set to expire on June 30, 2010. Most advocates expected that the reductions would be extended into the 2010-2011 State Budget year.

SACRAMENTO, CALIF (CDCAN) [Updated 02/24/2010 07:00 PM (Pacific Time)] - The Assembly Budget Committee passed, with amendments, a special session budget related bill dealing with continuing additional cuts to the 21 regional centers that coordinate services to over 240,000 children and adults with developmental disabilities, and savings by increasing federal funding to the foster care program, that also includes many children with developmental disabilities and other special needs. Those two programs are the only cuts or savings to health and human services that legislative Democrats are willing to agree to at this point in the budget process.

SACRAMENTO, CALIF (CDCAN) [Updated 02/010/2010 05:00 PM (Pacific Time)] - The 19 page agenda for the February 11th hearing at 1:30 PM in the State Capitol, Room 4202, by the Assembly Budget Subcommittee #1 on Health and Human Services, chaired by Assemblymember Jerry Hill (Democrat – San Mateo, 19th Assembly District) was released this morning that focuses on the Governor’s special session proposed budget cuts impacting the health budget including proposed reductions to Medi-Cal, proposed elimination of Adult Day Health Center funding, proposed cuts to Healthy Families, major fund shift or reductions under the Mental Health Services Act (Proposition 63), and continuation of a 3% cut to most regional center providers and regional center operations into the entire 2010-2011 State Budget year.
