NO END IN SIGHT TO BUDGET CRISIS – LEGISLATURE RECONVENES MONDAY– BUDGET CONFERENCE COMMITTEE TO MEET NEXT WEEK
Some Policy Committees Will Meet To Hear Bills Including Senate Human Services Committee on AB 435 – Breaking News: Former Republican Assemblymember Keith Richman Dies at Age 56; Represented 38th Assembly District
SACRAMENTO, CALIF (CDCAN) [Updated 07/31/2010 11:40 AM (Pacific Time)] With no end in sight to resolve the State’s budget crisis and how to close the $19 billion projected shortfall, the full Legislature will be returning to the State Capitol on Monday (August 2) to reconvene floor sessions and some committee hearings after a month long summer recess, and at least two scheduled meetings of the Budget Conference Committee.
Some policy committees are holding informational or oversight hearings including one focusing on the Long Term Care Ombudsman program on August 2 by the Assembly Long Term Care and Aging Committee, and a hearing on a bill that has generated some controversy, AB 435 dealing with regional centers and whistleblowing, to be heard on August 4th, by the Senate Human Services Committee. SACRAMENTO, CALIF (CDCAN) [Updated 04/26/2010 03:16 PM (Pacific Time)] - The Schwarzenegger Administration will propose increasing the reduction in payments to most regional center providers and regional center operations from 3% to 4.25%, likely effective during the 2010-2011 State Budget year that begins July 1. The Legislature – which already approved extending the 3% cut into the 2010-2011 State Budget year in February, will need to approve the additional cut.
The additional reduction is part of the Governor’s proposed 2010-2011 State Budget released January 8th that called for an additional $25 million in State general fund reductions in spending for regional centers on top of the cuts already enacted last February and July. However the additional 1.25% cut to most regional center provider payments and to regional center operations would total far more than the $25 million cut in State general fund spending the Governor proposed in January.

SACRAMENTO, CALIF (CDCAN) [Updated 02/018/2010 08:40 PM (Pacific Time)] - Under the cloud of an ongoing budget crisis and enormous deficits and proposed and enacted budget cuts, a joint informational hearing on long term care for seniors and also persons with disabilities, including critical issues impacting planning, assessment, case management and data collection, is scheduled for February 23, Tuesday afternoon from 1:30 to 3:30 PM at the State Capitol in Room 3191, by the Senate Human Services Committee and the Senate Health Subcommittee on Aging and Long Term Care (see agenda for hearing below). Bill by Assemblymember Jared Huffman Seeks To Make Certain Budget Fixes To Developmental Services
SACRAMENTO, CALIF (CDCAN) [Updated 09/010/09 4:12 PM (Pacific Time)] - The Senate Human Services Committee, chaired by State Carol Liu (Democrat - Pasadena, 21st District), passed AB 1260 by Assemblymember Jared Huffman (Democrat - San Rafael), by a vote of 4 to 0. The bill referred to Senate Appropriations Committee, where rule waivers from Senate Rules Committee will likely be needed to hear and allow the bill to continue to move forward in the process. The action came late this afternoon.
AB 1260 would make certain specific budget fixes impacting a senior program requirement and respite services. Those reductions were made to developmental services as part of the revised 2009-2010 State Budget enacted in late July among many other cuts to regional center community-based services.
Supporters of the bill said the bill is needed and would fix unintended problems and would be "cost neutral", meaning it would not reduce the savings or reduce the reductions that were passed as part of the 2009-2010 State Budget.
