SACRAMENTO, CALIF (CDCAN) [Updated 02/04/2010 09:35 PM (Pacific Time)] - The focus of the Governor’s proposed special session major budget cuts that call for major cuts to Medi-Cal, including the elimination of Adult Day Health Care Centers, In-Home Supportive Services, SSI/SSP individual grants, regional centers, cuts to the mental health services act (Proposition 63) and Proposition 10 (children and families first commission) shifts next week to the Assembly Budget Subcommittees after hearings the last two weeks by the Senate Budget and Fiscal Review Committee.
Revised Budget Proposals Head to Assembly and State Senate Floors – Further Action Will Wait Until Agreement Is Reached With Legislative Leaders and Governor In Coming Days – Budget Conference Committee to Hold Final Hearing Likely Tomorrow (June 16)
SACRAMENTO, CALIF (CDCAN) [Updated 06/15/09 3:50 PM (Pacific Time)] - The Budget Conference Committee voted this afternoon (June 15) rejected the Governor’s proposal to eliminate the Healthy Families program which provides health care coverage to nearly 1 million low income children and the Adult Day Health Care program that serves thousands of seniors including those with disabilities.
The Budget Conference Committee also approved a major $1 billion reduction to the State’s Medi-Cal program, and proposals that will cut or implement regional center State general fund spending by over $334 million ($100 million of that amount was previously approved as part of the 2009-2010 State Budget in February – but the conference committee approved the 15 proposals to implement that reduction. Approval of those proposals means that the trigger to impose an additional 7.1% cut to payments to regional center providers will not be pulled – though it is not clear from the 2009-2010 State Budget language whether the full Legislature has to approve the action also.

Copies of six of those draft proposed trailer bills are attached (most of the copies are 1 page long – the longest is only 5 pages)/ The one trailer bill not attached is one dealing with authorizing the State to make a request to the federal government for a change in the State’ Medicaid State Plan to allow for possible increase in federal matching funds.
