SACRAMENTO, CALIF (CDCAN) [Updated 07/26/2010 11:45 AM (Pacific Time)] – Ron Brown, [photo left] a widely respected and loved Sacramento area disability and civil rights advocate, passed away Friday (July 23) at his Sacramento home. His unexpected death stunned and deeply saddened friends and other advocates in the Sacramento area as news spread.
His passing came ironically two days before the 20th anniversary of the enactment of the Americans with Disabilities Act (ADA) and just three days after Governor Schwarzenegger signed into law SB 1256 that will honor every January 23rd, the life and work of disability rights leader Ed Roberts.

Honoring Disability Rights & Ed Roberts:
Ed Roberts: Roberts, a former director of the Department of Rehabilitation and co-founder of a respected disability advocacy organization World Institute on Disability (WID), passed away from natural causes on March 14, 1995.In the 20th anniversary year of the federal Americans with Disabilities Act, a bill that would proclaim every January 23rd “Ed Roberts Day” was passed without opposition by the California Legislature – with support from nearly every Democratic and Republican members, and now is in the hands of the Governor.
The bill, SB 1256 by Sen. Loni Hancock (Democrat – Berkeley, 9th State Senate District), would honor the life and work of disability rights leader Ed Roberts, recognized and revered across the world as the “father of the independent living” movement for people with disabilities and special needs. January 23rd is the birthday of Ed Roberts, who was born in 1939. He passed away on March 14, 1995 at the age of 56.
The bill, which passed the Assembly 73 to 0 and passed the State Senate on July 1st by vote of 34 to 0, was delivered to the Governor on July 7th. The Governor has 12 days to either sign the bill, veto it or allow it to become law without his signature. This commentary and action alert is asking people to write to the Governor to urge him to sign it into law – a fitting tribute to a remarkable disability rights leader on the anniversary of a remarkable federal disability rights law.
SACRAMENTO, CALIF (CDCAN) [Updated 06/17/2010 11:05 PM (Pacific Time)] - The Budget Conference Committee, chaired by Sen. Denise Ducheny (Democrat – San Diego) after meeting Thursday for an overview on local government funding issues will reconvene on Friday (June 18), at 11:00 AM at the State Capitol in Room 4203.
CDCAN: ACCOUNTABILITY WITH ACTION
SACRAMENTO, CALIF (CDCAN) [Updated 06/03/2010 04:20 PM (Pacific Time)] - The budget conference committee will not meet today (June 3) due to the late adjournment of the Senate floor session and instead will convene its first hearing for an overview on the State budget including the latest on the state’s economy, revenues and expenditures, at 09:30 AM, at the State Capitol in Room 4203. If there is time on Friday, the budget conference committee will begin on transportation and resource budget items – but otherwise will hear those items beginning on Monday, June 7th. Health and human service budget items, including Medi-Cal and In-Home Supportive Services (IHSS), won’t be heard until next week, and could be taken up possibly as early as Monday, but more likely Tuesday or Wednesday. All budget conference committee hearings are open to the public and televised – though public testimony is not taken at these hearings.

Regular Policy Bills Overshadowed by Enormous Budget Deficit – Many Bills In Appropriations Committees Impact People With Disabilities, Seniors, Mental Health Needs and Others
SACRAMENTO, CALIF (CDCAN) [Updated 05/24/2010 11:10 PM (Pacific Time)] - The fate of over 470 bills – including many that could impact people with disabilities, mental health needs, seniors, low income families and community-based organizations who provide supports and services – face a major legislative deadline later this week that will determine which of those bills continue on or are killed in committee. With the budget deficit so huge, most of those bills will likely be killed in both committees.
SACRAMENTO, CALIF – These are – and have been for the past several years – hard times for our community of people with disabilities, mental health needs, people with traumatic brain and other injuries, people with MS, Alzheimer’s and other disorders, seniors, their families, community organizations and workers who provide supports and services. Year after year after year of facing threats of cuts or outright elimination of programs and services, rollbacks in eligibility, and actual loss of needed services, and loss of jobs or the constant fear of losing all of those things.
Governor Signs Special Session Gas Tax Swap & Transit Funding Bills
Says Legislature Addressed His Concerns With Legislation Passed Today To Provide Tax Relief As Part of Governor’s Jobs Package – Transit Bill Should Help In Closing Some of Local Transit Agencies Shortfalls
SACRAMENTO, CALIF (CDCAN) [Updated 03/22/2010 07:40 PM (Pacific Time)] – Governor Arnold Schwarzenegger, saying that the Legislature addressed his concerns with two measures passed today dealing with tax relief as part of his jobs package, reversed himself and signed into law the two bills that last week he said he would veto: ABx8 6 [the “x8” refers to the 8th extraordinary session and the number – in this case “6” refers to the actual bill number] dealing with sales and use taxes – sometimes referred to as the “gas tax swap” bill and a related bill, ABx8 9, dealing with transit funding that will free up millions of dollars for public transit agencies.
The Governor also signed a third special session budget measure, ABx8 14 dealing with state cash resources.

March 24th Oversight Hearing by Assembly Budget Subcommittee on Health & Human Services Will Focus on Budget Cuts Impact On Californians – Selected Medi-Cal Issues to Be Heard by Senate Budget Subcommittee on March 25th
SACRAMENTO, CALIF (CDCAN) [Updated 03/22/2010 05:40 PM (Pacific Time)] - With just four days to go before the Legislature takes a one week “spring recess”, several budget related hearings are scheduled this week including a March 24th oversight hearing by the Assembly Budget Subcommittee #1 on Health and Human Services on the impact of the health and human services budget reductions enacted and proposed on Californians. It will be Assemblymember Dave Jones’ (Democrat – Sacramento, 6th Assembly District) first hearing as the new subcommittee chair.
The budget subcommittee hearings that are scheduled during mid-March through early May cover the Governor’s proposed budget that he submitted to the Legislature on January 8th (hearings on special session budget proposals were held in late January and February). The state still faces a budget hole that could be $20 billion by the end of the 2010-2011 State budget year that ends June 30, 2011.

Appoints 2 Republicans To Head Policy Committees For First Time In Assembly Since 2002 – Dave Jones New Chair for Assembly Budget Subcommittee on Health and Human Services
SACRAMENTO, CALIF (CDCAN) [Updated 03/1892010 06:00 PM (Pacific Time)] - In a major shakeup in the Assembly, Assembly Speaker John Perez (Democrat – Los Angeles, 46th Assembly District) named 16 new chairs to the 30 Assembly standing committees, plus 3 new chairs of the 5 Assembly budget subcommittees that take effect immediately. The announcement was made yesterday.
The new Assembly Speaker also appointed among the 16 new committee chairs, 2 Republicans, who are heading Assembly standing committees for the first time since 2002 – though Democrats have the majority in both committees. The Assembly Speaker also made changes to the membership of many – though not all – of the standing and joint Assembly committees.
Several key committees – including Assembly Budget Committee, Assembly Budget Subcommittee #1 on Health and Human Services, Assembly Health Committee, Assembly Appropriations Committee Assembly Aging and Long Term Care Committee all have new chairs.
