SACRAMENTO, CALIF (CDCAN) [Updated 05/25/2010 11:10 PM (Pacific Time)] - Several controversial budget proposals by the Governor will be the focus of the full Senate Budget and Fiscal Review Committee and the Assembly Budget Subcommittee #1 on Health and Human Services when they hold separate hearings Wednesday morning (May 26th) at nearly the same time. Both houses are moving quickly this week to close out this phase of the state budget process. This is the final week of budget subcommittee hearings – though the Senate Budget and Fiscal Review Committee is meeting and taking final action instead of its 5 subcommittees this week.

SACRAMENTO, CALIF (CDCAN) [Updated 05/21/2010 06:10 AM (Pacific Time)] - The Senate Budget Subcommittee #3 on Health and Human Services will meet this morning (May 21) at 09:30 AM in the State Capitol in Room 4203, and focus on the Governor’s budget revisions released May 14th that impact developmental services, certain issues under the Department of Public Health including those dealing with AIDS programs, two issues under the Department of Health Care Services including family health and 3 “for vote only” issues dealing with mental health (but not the proposed suspension of the AB 3632 special education mandate or the proposed reduction of 60% of the funding for county mental health services).

SACRAMENTO, CALIF (CDCAN) [Updated 03/10/2010 07:40 AM (Pacific Time)] - The next phase of the long seemingly unending State budget process goes back into full swing next week, with Assembly and State Senate budget subcommittee hearings scheduled through early May to hear the Governor’s non-special session items contained in his proposed 2010-2011 State Budget. The Assembly Budget Subcommittee on Health and Human Services released late yesterday a schedule of subcommittee hearings (specific Assembly Budget Subcommittee hearing on Medi-Cal and other budget issues proposed by the Governor under the Department of Health Care Services have not yet been scheduled publicly)
Hearings and certain related legislative and state agency meeting – including an important stakeholder teleconference on In-Home Supportive Services by the Department of Social Services (scheduled for March 17th) and the California Health and Human Services Agency Olmstead Advisory Committee public meeting set for March 18th (that can also be accessed by toll free line), and a March 17th CDCAN Townhall Telemeeting on the proposed closure of Lanterman Developmental Center featuring the director and other senior officials from the Department of Developmental Services.
Makes Additional $50 Million Cut to Regional Centers That Governor Says Can Be Made Up By Prop 10 Commission Funding
SACRAMENTO, CALIF (CDCAN) [Updated 07/28/09 12:55 PM (Pacific Time)] -Calling the budget solution to close a $26 billion deficit "the good, the bad and the ugly," Governor Arnold Schwarzenegger signed this morning (July 28) the revised budget bill approved by the Legislature last week that includes over $15 billion in new spending cuts on top of what was in the 2009-2010 State Budget passed in February. The spending plan makes deep cuts to education, health and human services, local government, state employees, the state's prison system and also includes no new tax increases beyond the temporary tax increases that were included last February.
The Governor, using his line item veto power, made additional major cuts in spending including reductions that eliminate all State general funding for several programs, including those under the Office of AIDs, under the Department of Public Health and major cuts in spending to two senior programs under the Department of Aging (Linkages and Senior Community Based Programs) and also to In-Home Supportive Services and Child Welfare Services. The additional cut to IHSS essentially eliminated the exemption of persons under protective supervision, persons under paramedical care and persons who receive over 120 hours of IHSS per month from having their domestic and related services eliminated if their functional index ranking (different from "functional index score") is lower than "4" in that specific service.
