IMPORTANT ASSEMBLY BUDGET SUBCOMMITTEE HEARINGS ON GOVERNOR’S SPECIAL SESSION PROPOSED CUTS NEXT WEEK

  • Feb 10 – Governor’s Special Session Budget Reduction Proposals Impacting IHSS, SSI/SSP, CAPI, CalWORKS, Proposition 10 (Children and Families Commission)

SACRAMENTO, CALIF (CDCAN) [Updated 02/04/2010 09:35 PM (Pacific Time)] - The focus of the Governor’s proposed special session major budget cuts that call for major cuts to Medi-Cal, including the elimination of Adult Day Health Care Centers, In-Home Supportive Services, SSI/SSP individual grants, regional centers, cuts to the mental health services act (Proposition 63) and Proposition 10 (children and families first commission) shifts next week to the Assembly Budget Subcommittees after hearings the last two weeks by the Senate Budget and Fiscal Review Committee.

The Assembly budget subcommittee hearings next week are probably the last opportunity for the public to provide oral testimony on the Governor’s special session budget proposals before the full budget committees – and later the Assembly and State Senate floors decide what to do next. [note: hearings by both the Senate and Assembly budget subcommittees will resume probably in early March through early May covering the Governor’s other budget proposals for the 2010-2011 State Budget year that begins July 1, 2010 that do not require action before March 1, 2010. Those hearings have not yet been scheduled]

The Assembly Budget Subcommittee #1 on Health and Human Services, chaired by Assemblymember Jerry Hill (Democrat – San Mateo, 19th Assembly District) will hold hearings covering the Governor’s special session health and human services budget proposals that the Governor wants the Legislature to consider and pass before March 1, 2010:

  • February 10, (Wednesday afternoon), at 1:30 PM, in the State Capitol in Room 4202 (note room change) hearing on the Governor’s human services special session budget issues, including In-Home Supportive Services, SSI/SSP, Cash Assistance Program for Immigrants (CAPI), and CalWORKS. The Governor’s special session proposal dealing with reducing or shifting funds from Proposition 10 will also be on the agenda.
  • February 11 (Thursday afternoon) at 1:00 PM in the State Capitol in Room 4202, hearing on the Governor’s special session budget proposal dealing health budget issues, including Medi-Cal, developmental services, Healthy Families, mental health services (including the proposal to shift or reduce funding under Proposition 63, the Mental Health Services Act), and Department of Public Health programs.
  • Major issues include proposed elimination of all Medi-Cal funding for Adult Day Health Care, nearly $1 billion in Medi-Cal “cost containment measures, extension of regional center 3% reduction in payments to most regional center providers and regional center operations, major cuts to Healthy Families and reduction or fund shifting of Proposition 63 Mental Health Services Act funding.
  • While the issue of extending the existing 3% cut in payments to most regional center providers and 3% reduction in regional center operations will be on the agenda for February 11th, the issue of the proposed closure of Lanterman Developmental Center will not be, since that is not a special session budget proposal. The legislation needed to authorize the closure plan and process won’t be available until sometime after April 1, 2010.
