SACRAMENTO, CALIF  (CDCAN) [Updated 12/15/2010 Wednesday 02:30 PM (Pacific Time)] - Assembly Speaker John Pérez (Democrat – Los Angeles) announced today appointments of chairs and membership of all the Assembly committees, including newly elected Assemblymember Holly Mitchell (Democrat – Los Angeles, 47th Assembly District) as the new chair of the Assembly Budget Subcommittee #1 on Health and Human Services.  As previously announced, he reappointed Assemblymember Bob Blumenfield as chair of the Assembly Budget Committee – key appointments, along with Mitchell’s, who will play a critical role in the 2011-2012 State Budget process.  Blumenfield is expected to chair the Budget Conference Committee next year.

The Assembly budget subcommittee that Mitchell now heads deals with health and human service budget issues including developmental services, In-Home Supportive Services, Medi-Cal, mental health, senior services, community care licensing, foster and adoption assistance programs, CalWORKS, SSI/SSP and Cash Assistance Program for Immigrants.

Mitchell, replaces former Assemblymember Dave Jones, who was elected in November as Insurance Commissioner.

  • Assembly Budget Subcommittee #2 on Education Finance – Susan Bonila (new)
  • Assembly Accountability and Review Committee – Roger Dickerson (new – replaces termed out Hector De La Torre)
  • Assembly Education Committee – Julia Brownley (reappointed)
  • Assembly Health Committee – Bill Monning (reappointed)
  • Assembly Higher Education Committee – Marty Block
  • Assembly Human Services Committee – Jim Beall (reappointed)
  • Assembly Transportation Committee  - Bonnie Lowenthal

Assembly Budget Subcommmittee #1 on Health and Human Services Members

Bob Blumenfield, Assembly Budget Committee Chair is the Democratic alternate and Jim Nielsen is the Republican alternate member

The Assembly Speaker reduced the membership of this subcommittee from 6 to 5 members.

Background of Mitchell

  • Mitchell was elected to the Assembly for her first term, representing the 47th Assembly District, which includes the Los Angeles communities of Baldwin Hills, the Crenshaw District, Culver City, West Los Angeles, Westwood, Cheviot Hills, Leimert Park, Windsor Hills, Ladera Heights, Little Ethiopia and portions of Koreatown, the Fairfax district and South Los Angeles.
  • Mitchell previously served as the chief executive officer of Crystal Stairs for the last seven years, one of the largest childcare agencies in California, providing access to daily childcare services for nearly 25,000 children in the Los Angeles area
  • Previously Mitchell worked in the Los Angeles district office of former State Senator Diane Watson providing community and constituent services and was a policy analyst for the California Senate's Health and Human Services Committee
  • She previously worked as the legislative advocate of the Western Center for Law and Poverty and later served as executive director of the Black Women’s Health Project in Los Angeles where she fought to further improve access to affordable care.
