SACRAMENTO, CALIF  (CDCAN) [Updated 01/05/2011  01:30 PM  (Pacific Time)]  -  Focusing on finalizing what he said on Monday would be a “tough budget for tough times”, Governor Jerry Brown announced today several appointments, though none of those positions have major or direct impact on health and human services or people with disabilities, mental health needs and seniors, with the exception of several appointments to the State Board of Education.

Two of Brown’s announced appointments today were prominent State Capitol policymakers: former Assemblymember John Laird of Santa Cruz, tapped to be the new Secretary of the California Resources Agency, and Bill Honig, the former Superintendent of Public Instruction, appointed to the State Board of Education.  Brown also, as expected, appointed Marty Morgenstern, who previously worked for the Governor during his first two terms in office, as the new Secretary of the Labor and Workforce Development Agency.

Laird played a prominent role in previous State budget battles, serving as chair of the Assembly Budget Committee before he was termed out of office in 2008.  He lost a bid last year in a special election to Republican Sam Blakeslee to fill the State Senate seat vacated by Abel Maldonaldo, who was appointed by then Governor Arnold Schwarzenegger to serve as Lt. Governor.

Governor Brown Has Only Made Two Previous Appointments Until Today

Aside from today’s appointments, Governor Brown has only announced two other appointments in December – Ana Matosantos as Director of the Department of Finance, and Diana Dooley as the new Secretary of the Health and Human Services Agency, replacing Kim Belshe.  Belshe was appointed in December by former Governor Schwarzenegger to the California Health Benefits Exchange, along with his former Chief of Staff Susan Kennedy.

The new Governor – unlike in previous transitions of newly elected governors  – said he intends to keep several of the current department heads and other officials appointed by Schwarzenegger – though there has been no official announcement yet of what department heads and other senior staff he will keep.

The following appointments were announced today by Governor Brown:

CALIFORNIA RESOURCES AGENCY - SECRETARY

JOHN LAIRD, a registered Democrat of Santa Cruz, has been appointed Secretary of the California Resources Agency.  Most recently, Laird taught in the Environmental Studies Department at UC Santa Cruz.  He served six years in the State Assembly, from 2002 to 2008, and was the Assembly Budget Committee Chair from 2004 to 2008.
