State Budget Crisis:

  • State Senate & Assembly Meet Late Into Thursday Night - Will Reconvene for Final Day of 2011 Regular Session Friday Morning
  • Legislature Passes Several Budget Related Bills Including One That Adds Some Additional Notification Requirements on the Governor's Department of Finance Regarding the State Budget "Trigger Cuts"

SACRAMENTO, CALIF (CDCAN)  [Last updated 09/08/2011 11:00 PM] - The Assembly and State Senate met long into Thursday night taking final action on a huge number of bills and will return Friday morning to complete work on legislation before adjourning the 2011 regular session for the rest of the year. The Assembly adjourned for the evening just after 10 PM, while the State Senate floor session continued until 10:50 PM.

The Assembly is scheduled to reconvene at 10:00 AM for its final day of the 2011 regular session, and the State Senate is scheduled to return at 11:00 AM.

Some Senate committees may have brief hearings scheduled at 09:00 AM or later - but before the start of the 11:00 AM State Senate floor session.

Senate President Pro Tem Darrell Steinberg said the State Senate has about 50 bills left to take action on and will work through the day to complete its work.

Legislature Passes Several Budget Related Bills

  • Both houses passed several budget related measures, that legislative Democratic leaders said made needed largely technical changes or fixes to the package of 2011-2012 State budget related bills passed and signed into law in late June and July.
  • Two of the budget related bills covered redevelopment agencies - while one, SBx1 6, covered community college fees and proposed changes to the existing State budget "trigger cuts" provisions that were passed as part of the 2011-2012 State Budget in June.
  • SBx1 6 calls for imposing additional requirements on the director of the Governor's Department of Finance regarding notification of proposed cuts if the so-called State budget "trigger cuts" are pulled in December if a certain level of additional State revenues failed to come in as budgeted - or is not likely to come as projected in in the remaining months of the 2011-2012 State budget year.
  • The first level of state budget "trigger cuts" would impact developmental services ($100 million in additional cuts in State general fund spending), In-Home Supportive Services ($100 million in additional cuts in State general fund spending) and several other programs and services. SBx1 6 does not propose to change the level of those cuts or the specifics requirements outlined previously of how and when the State budget "trigger cuts" could be pulled (those provisions were passed as part of the 2011-2012 State Budget in late June).
  • [Note: these "trigger cuts" are different from the federal "trigger cuts" that could be pulled in November or December if the United States Congress does not agree on a certain level of additional federal spending cuts]

CDCAN will issue a full report on all bills that the Legislature takes action on Friday - the final day of the 2011 regular session, and action taken this past week.

NEXT STEPS

  • Assembly and State Senate returns Friday morning (September 9th) for final day of the 2011 regular session. After adjournment, they are not scheduled to return to the State Capitol for the 2012 session until January - unless called earlier by the Governor for a special session (a possibility).
  • Governor has until October 9th, Sunday evening 11:59 PM, to sign or veto bills (or allow to become law without his signature) that the Legislature sent to him this past week before adjourning for the year.
