From the California State Council on Developmental Disabilities "State Strategic Plan 2011-2016":

State Councils on Developmental Disabilities develop 5-year State Plans which incorporate the federal areas of emphasis: quality assurance, education and early intervention, child care, health, employment, housing, transportation, recreation, and other services available or offered to individuals in a community, including formal and informal community supports that affect their quality of life.

The California Council is unique in having a network of 13 regional offices, known as the Area Boards on Developmental Disabilities. The Council, in concert with the area boards, has engaged their local communities in initiating planning for the 2011-2016 State Plan over the past year. This entailed a community-based public process that enabled the Council to develop area board strategic plans “local goals” and objectives based on the State Plan requirements, essentially building the State Plan from the ground up. These local plans are the basis for the California State Strategic Plan which also incorporates statewide system change projects in employment and self advocacy. By developing the State Plan in a locally responsive manner, the Council believes that its goals, objectives and priorities effectively reflect the cultural, ethnic and language diversity of communities at both a local and state level.

The local area boards' goals and objectives and strategies will be an appendix to the State Strategic Plan to provide greater detail as to how statewide goals will be implemented in the community based on local needs and resources.
