- BUDGET CONFERENCE COMMITTEE TO MEET WEDNESDAY FOR OVERVIEW – AND ON THURSDAY TO BEGIN WORK ON SPECIFIC BUDGET ITEMS
- Conference Committee Members Named As Fast Tracked Budget Process Moves To Next Stage Before Final Vote In Both Houses
SACRAMENTO, CALIF (CDCAN) [Updated 02/22/2011 – 02:45 PM (Pacific Time)] – The fast-tracked budget process moves to its next critical step before final votes are taken by the full Assembly in State Senate, with a special joint committee – called a Budget Conference Committee – scheduled to meet Wednesday morning (February 23) for an overview, and then on Thursday morning (February 24th) to begin work on specific budget items – many dealing with health and human services. The Budget Conference Committee will meet at the State Capitol in Room 4203 (the hearing on both days will be televised and webcast live on CalChannel – see www.calchannel.com)
There is no public testimony for the Budget Conference Committee hearings. The full agenda of the Budget Conference Committee is expected to be released sometime by tomorrow afternoon.
The 6 member Budget Conference Committee (3 members from Senate, 3 members from Assembly), will be chaired this year by Assemblymember Bob Blumenfield (Democrat – Van Nuys, 40th Assembly District) and is responsible for trying to find agreement on those budget items where the Assembly and State Senate budget committees took different actions last week. Several of those deal with controversial issues dealing with CalWORKS, several important Medi-Cal issues, and some issues related to the Governor’s proposed cuts to In-Home Supportive Services.
The full Assembly and State Senate could take up the budget proposal for final votes once the Budget Conference Committee finishes it work, as early as next week.
Only One Developmental Services Issue in Budget Conference
The only issue dealing with developmental services (regional centers) in the Budget Conference Committee is the language of the budget trailer bill dealing with the development of a “Statewide Standards for the Purchase of Services” that is meant to limit spending and services funded through the 21 non-profit regional centers for over 240,000 children and adults with developmental disabilities – and also potentially infants with developmental delays in the state’s early intervention program called “Early Start”

Assemblymember Blumenfield is the chair this year, with Sen. Mark Leno (Democrat – San Francisco, 3rd State Senate District), serving as committee vice chair. The chair of the Budget Conference Committee rotates each year between the Assembly and State Senate.
