SACRAMENTO, CALIF (CDCAN) [Updated 01/10/2011 10:50 AM (Pacific Time)] - Governor Jerry Brown is calling for over $12.5 billion in massive permanent reductions to a wide range of state funded programs, including regional centers, In-Home Supportive Services, CalWORKs, Medi-Cal, SSI/SSP, mental health and more.

He will also propose placing on a special election ballot in June for voter approval a five year extension of over $8 billion in temporary tax increases set to expire this year that were enacted in February 2009 as part of the 2009-2010 State Budget passed four months early.

The Governor will propose this morning over $12.5 billion in spending cuts including over $750 million in cuts to developmental services (regional centers and developmental centers), $1.5 billion cuts to CalWORKS, the state’s “welfare to work” program that includes many parents and children with special needs, $1.7 billion in reductions to Medi-Cal. No details were provided in the press statement.

In addition the Governor will propose a cut of about 8% to state employee pay.

In a press statement issued this morning, Governor Brown said that the spending cuts "…will be painful, requiring sacrifice from every sector of the state, but we have no choice. For 10 years, we've had budget gimmicks and tricks that pushed us deep into debt. We must now return California to fiscal responsibility and get our state on the road to economic recovery and job growth."

The Governor proposed spending reductions both for the current budget now in place – referred to as “mid-year” cuts that the Legislature would need to take action on immediately in the next few weeks – and also proposed cuts and other measures to be enacted sometime during the 2011-2012 State budget year that begins July 1, 2011.

All of the Governor’s proposals require approval of the Legislature.

CDCAN REPORT #209-2011: Federal district judge blocks ten percent Medi-Cal pharmacy cut

US District Court Judge Christina Snyder issued an order blocking any implementation of the 10% rate reduction to Medi-Cal pharmacies in a case brought by the Medicaid Defense Fund on behalf of Medi-Cal recipients, Medi-Cal pharmacy providers and advocacy organizations. The 10% Medi-Cal rate reduction to most "fee for service" providers was proposed last January by the Brown Administration and passed by the Legislature on March 16th and signed into law on March 24th by the Governor as one of the early pieces of the 2011-2012 State Budget.

Governor Jerry Brown announced the state budget "trigger cuts" authorizing $1 billion in automatic spending reductions, including $100 million in cuts to In-Home Supportive Services and $100 million in cuts in spending to the overall developmental services budget which funds certain services for eligible children and adults with developmental disabilities. Those cuts take effect on or sometime after January 1, 2012; effective dates vary depending on the reduction.

Governor Brown will seek to place, on the November 2012 general election ballot, an initiative that proposes to raise $7 billion through a combination of temporary tax increases on the wealthy and a temporary increase of the state sales tax. The increased revenues would target education and public safety and "not to other programs we cannot afford."
CDCAN REPORT #194-2011: Federal judge issues temporary restraining order to stop 20% IHSS reduction

US District Court Judge Claudia Wilken issued a temporary restraining order that requires the Brown Administration to halt all actions to implement the 20% across-the-board cut in service hours for hundreds of thousands of people with disabilities, mental health needs, and seniors in the In-Home Supportive Services (IHSS) program. The judge's order also requires the State to rescind any information, instructions and notices of action to the counties and any IHSS recipients that it has sent out.
