Assembly Budget Subcommittee #1 on Health and Human Services: IHSS & SSI/SSP and developmental services through the Department of Developmental Services

When:
Wed, 2010-05-05 13:30
Location:

State Capitol - 444

Priority:
Very High

Budget hearing on the Governor’s proposed 2010-2011 State Budget:

  • Department of Social Services (Budget Item 5180):  In-Home Supportive Services (IHSS) and SSI/SSP (Supplemental Security Income/State Supplemental Payment)
  • Department of Developmental Services (Budget Item 4300): Regional Centers and Developmental Centers

PUBLIC TESTIMONY:   Yes – brief.  People can also submit written comments before, during and after this hearing to the subcommittee (see above for information on where to send comments)

What:  Two major programs under the Department of Social Services – In-Home Supportive Services (IHSS) and SSI/SSP (Supplemental Security Income/State Supplementary Payment) grants are on the agenda in addition to developmental services under the Department of Developmental Services.  The hearing agenda has not been finalized, so it is not certain what specific issues will be included, though the Governor’s proposal to close Lanterman Developmental Center is definitely on the May 5th Assembly budget subcommittee agenda.

  • The Assembly hearing will likely cover some – though not necessarily all – of the community-based issues raised during the April 29th Senate budget subcommittee hearing dealing with developmental services.
  • It is not clear yet what specific issues will be the focus of the May 5th subcommittee hearing dealing with IHSS and SSI/SSP, since nearly all of the Governor’s proposals dealing with those two major programs have been previously heard.

IHSS budget cuts

Dear Assembly Committee Members,Have you ever been a situation where an older friend, relatives or your own parent needed a few hours of your help but because of prior commitments, you were unable to give aid?  If you are over 40, most likely you've been there. What the IHSS provides is undeniably an indispensable support system giving back to our seniors in need the physical help and friendly visits that staff members contributes to their lives.  How can we cut service to those who absolutely need in home support?  How can we propose cuts to budget of this most vital service to those who cannot help themselves?Thank you,
Deborah Astrin
