SACRAMENTO, CALIF (CDCAN) [Updated 03/10/2010 07:40 AM (Pacific Time)] - The next phase of the long seemingly unending State budget process goes back into full swing next week, with Assembly and State Senate budget subcommittee hearings scheduled through early May to hear the Governor’s non-special session items contained in his proposed 2010-2011 State Budget. The Assembly Budget Subcommittee on Health and Human Services released late yesterday a schedule of subcommittee hearings (specific Assembly Budget Subcommittee hearing on Medi-Cal and other budget issues proposed by the Governor under the Department of Health Care Services have not yet been scheduled publicly)
Hearings and certain related legislative and state agency meeting – including an important stakeholder teleconference on In-Home Supportive Services by the Department of Social Services (scheduled for March 17th) and the California Health and Human Services Agency Olmstead Advisory Committee public meeting set for March 18th (that can also be accessed by toll free line), and a March 17th CDCAN Townhall Telemeeting on the proposed closure of Lanterman Developmental Center featuring the director and other senior officials from the Department of Developmental Services.Also newly scheduled is a special Assembly Budget Subcommittee #1 on Health and Human Services set for March 24th that will focus on what committee staff says is the magnitude and depth of effects on Californians of the Governor's proposed major reductions for 2010-2011 State Budget in the health and human services area and a review of proposals previously passed. Panels will consist of representatives of specific state departments and also the Legislative Analyst Office (see below for other details).
Legislature Sent Governor Package of Special Session Budget Bills
The Legislature did send the Governor a series of bills since the last week of February that contained about $4 billion in solutions to reduce the deficit of nearly $20 billion that is projected by June 30, 2011 by state budget analysts, but legislative Democrats and Republicans and the Governor remain divided on how to close that gap. The Governor on Monday (March 8th) vetoed a special session budget related bill that legislative Democrats say contained over $2.2 billion of the $4 billion package of solutions to reduce the deficit.
Other bills – dealing with transit funding and a complicated gas tax swap, and a bill to exempt certain state employees from furloughs – were sent to the Governor on Monday - but face possible vetoes. A few more bills are still pending the Legislature and could be sent to the Governor in the coming days.
